Enable TLS 1.3 on Windows 10

TLS 1.3 is enabled by default on Windows 10 Insider Preview builds, starting with Build 20170 [1] and on the stable Windows 10 Version 21H1.

SmartFTP supports TLS 1.3 on the mentioned versions of Windows.
