Unable to download license file from link in email

Just like the title states. I recieved my email, clicked the link, told IE to download the file and then I get an error that the site may be unavailable and the download window closes.

In the email there is a "Manual Retrieval" section. Go to the get license key page and manually enter the license key id and the hash.

According to my server statistics. The server hasnt been down for months
