Failing Transfers(Fail to seek)

In my scheduled downloads I'm having failed transfers show up(the files come down but the item sits in the queue with the sleeping icon beside the filename. When I look in the log I see this:

How can I fix this? I'm guessing changing from Resume to Replace or something but if possible I don't want to do that(faster this way since my internet is slow and incredibly capped).

Error=0x80070020 means:
The process cannot access the file because it is being used by another process.

It means that the file has already been opened by another application.

Hmm, good to know, I guess now I need to track down what's using the file
