Local Browser Working Directory

When I double click an .exe from a local browser it thinks the current working directory is Desktop -- when launched from windows explorer the current working directory is set to the .exe directory as one would expect. This is only in version 3.0 and only noticeable when the program launched tries to open a file in the current working directory (which in the new version it does not find).

I have SmartFTP 2.0 and when I reinstall it this problem goes away.
