I HAVE A COMPUTER SET UP JUST FOR THIS FTP PROGRAM BUT I DO NOT KNOW WHAT TO DO. HOW DO I SET IT UP SO THAT I CAN UPLOAD INFORMATION TO IT AND BE ABLE TO HAVE MY PARTNER GO TO IT AND DOWNLOAD INFO.

You need (or have access) to an FTP server where you can transfer your files to. Usually web hosting providers offer such a service. Once setup they provide you with a username/password and a host name which allows you to connect to the FTP server.
