Global total d/l limit is not respected after start

Settings->Transfer->Speed Limits->Total Download (when set) is never respected after SmartFTP is started. Instead, all the available bandwidth is used. Opening the Settings window, selecting the Transfer->Speed Limits page and OK'ing it fixes the problem until the next start.

Only the global total d/l limit is set. All the rest is set to 0, the per favorite speed limits are not used. My queue is always stopped at program start. This happens regardless of if the queue is initially empty or not. This bug is reproducible, i.e. it happens each time I start the client.

Installed Version : 1.5.988.35 , Time Stamp : 2005-07-09 00:44:42, problem still persists. Opening the settings window and selecting the Speed Limits branch and then pressing OK solves the problem for the running process only.
