This bug is probably an additional manifestation of some of the other reversals that have been reported in recent threads. I have found that upon updating to build 2.0.1002, in the file exist rules which I had created under previous builds and which had worked ok under those builds, "transfer = download" is now apparently being interpreted as "transfer = upload." The result is a match to my rule, and a skip, during uploading (which should only happen during downloading).
Destination time older/newer may also be reversed, but I have not done enough experimenting to confirm. Also, I have not checked whether "upload" would be mis-interpreted in the rules as "download."
