Problem with FTP - can't connect

hey, i'm having problems connecting to my site using smartftp when i try and connect it says

Connecting to 209.25.195.227 Port: 21
No connection could be made because the target machine actively refused it.

what should i do ?

Hi, it can be:

Ftp site down.
Firewall blocking access.
Bad routing to ftp site.

(for me works then #2 or #3)
