trouble connecting to Ip

when I try to connect to an IP, it says A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond, what does this mean and how can i fix it

The IP address you provided don't seem to be a FTP server (on this port number). Verify the IP address and the port number.
