I've shared all your Problems...Man well peed off. I've over come this Problem Just this Eve!
In my FTP Client I have removed Passive Mode Also I have removed it in the Internet Options Advanced Section.

about half way down See - Use Passive FTP
Uncheck this and make sure it off in your FTP Client and that should be it:
it's working for me:
My Client put's it back on for each upload of a new site etc - So remember to knock it off:
