HTTP 403 (Forbidden) - SmartFTP Forums

I am making a website for a school project, and I have a domain and host, and now I'm trying to upload my site. But when I do, I get a message that says HTTP 403 (Forbidden) on my site. Does anyone know why or how to fix this? I am using Frontpage, and I'm told that could be a problem but have had no luck finding a solution. Thank you so much!

Follow my steps
1. Click Start then Run
2. type in CMD
3. command pops up then type in ipconfig/flushdns
4. after flush then type ipconfig/registerdns
5. done

not work post back
