sfFTPLib.dll is not registered correctly

I just recently did a fresh install of Windows 7 64 bit Ultimate.

So far, all my attempts to install Smart FTP are failing. The installer completes, but any attempt to launch SmartFTP gives the error "sfFTPLib.dll is not registered correctly". I've uninstalled Avast and disabled Windows Defender to see if they were the cause. But they weren't.

My guess would be a bad build or some conflict. I tried manually registering sfFTPLib.dll but that fails too.

Any ideas?
