First test if the tasks are running when SmartFTP is running. Change the system date/time to simulate a day/time in the future. Once you verify that this works, you need to run SmartFTP as a service:

As to a sheduled task when smartftp is off, how can i run it as a service ? With the time planner of windows maybe ?
