Upload Hangs At "Pre-Transfer"

I manage the network of an attorney who would like to upload all of his files via FTP to his website then give individuals access to them via URL. Every file I have tried to publish stays in the que with the appendage of "pre-transfer". I apologize for not searching the board more but I have had only 5 hours sleep in 2 days and just wanted to start a topic in hopes of solving this before he has a panic attack.
