Trouble uploading files

I'm having trouble uploading files - they start, stop, start, stop over and over again, almost faster than the blink of the eye. I managed to upload a few files but not others can't figure out why.

I'm using Smart FTP-V3.0.1024.32

Instead of my file being uploaded I keep getting an error message that my disk quota has been exceeded (as shown below) why is this happening?
