Incremental Backups - Where is the File Exist rule at?

I found a post on the premium side of the forum that answered my question of how to do incremental backups of my web site, but I cannot find the "File Exists" rule for the transfer queue that it speaks of in this post:

Can someone please tell me where this rule setting is found at?

Favorites>Edit Favorites>Locate and Right Click on the favorite entry for the connection of the site you'd like to backup>Click Properties>Click "File Exists" under the Transfer section>Under "File Exists Queue" change from "Use Default Settings" to "Use Favorite's Settings">Then click "Edit Rules".
