File Directory Saving

When saving, or overwriting a file it saves it to a temp file in my documents. I was wondering how to change the directory, if that's possible?

That shows whenever I create a new page. It saves it to my temp folder.

Is there a way to change that path to something like:
C:\DOCUME~1\Arnold\Desktop\Sitepage\IoD\blankpage.php
