Can't log in to any sites all of a sudden

Hi,
i have been using smart ftp with no problems, and all of a sudden it's not letting me in any sites...
i get this error:
[18:03:35] Resolving host name "ftp.weblogik.com"
[18:03:35] Connecting to 64.23.121.223 Port: 21
[18:03:35] An invalid argument was supplied.

I tried to get in with CuteFtp and it tells me
[7/18/2007 6:07:27 PM] Can't connect to remote server. Socket error = #10022.

I have turned off Windows Firewall and McAfee
still doing it... any thoughts???
ps I can ftp through window explorer

Uninstall McAfee and try again.

One thing im noticing is that when i go to control panel > windows security center> it says windows firewall is on but then if i click windows firewall at the bottom it shows it as off...
