well im fed up of this problem now.
i've tried at least 3 ftp clients n none of them works..
this is what error i received:

i was able to connect to the ftp using my browser.
not even download managers are allowed to download the ftp files

i dont understand who does it refer to the host machine.
because im under an office firewall and i use a proxy server to connect to the internet.

please help!
