Can't change file permissions

A while back I set this picture to 0, as in no one can access it. And now that I want it to be viewable, it won't let me change permissions.

It gives me a

550 Could not change perms on **** Permission denied

Any way I can fix this?

The error message from the server is pretty clear. You don't have permissions to change the file permission. For assistance you may want to contact the server administrator or your web hosting provider.
