No connection could be made because the target machine actively refused it.

I have tried everything I can think of to fix Smart FTP, but it still won't work. I've tried turning off all firewalls and antivirus software, and perused the forum for several hours for solutions, none of which worked. The server is correct; it works on other people's computers it just never has on mine. Here's my log:
