Position of panes

How can I set the position of local browser and sites.

Recently I reinstalled smartftp. Local browser tends to be one the right side, After struggling I managed to put it to the left but now new web sites open on the same panel as local browser.

This wouldn't work. As soon as I close the site panel and try to connect to another site the local browser site goes to right again.
