install error - missing SHLWAPI.DLL

Previously installed and used SmartFTP (unregistered) on Win98 without problems. Due to other problems, I formatted hard drive and reinstalled Win98 and all my other apps without problem. Reinstalled SmartFTP 2.0 and installer appears to complete successfully but SmartFTP wont' start. Two error popups appear:

"The SMARTFTP.EXE file is linked to missing export SHLWAPI.DLL:PathUnExpandEnvStringsW."

"C:\ProblamFiles\SmartFTP Client 2.0\SmartFTP.exe a device attached to the system is not functioning."

What do you recommend?

Please search the forum, you need to install at least IE5.

Thanks. I tried searching before I posted and I even searched again after reading your reply and found nothing related to SHLWAPI.DLL.

Anyway, I was already running IE5 but decided to upgrade to IE6 since you mentioned it was browser related. It never occured to me since I don't use IE. Upgrading to IE6 fixed the problem.
