Download speed is fine, but upload speed will not go up at 75Mbps anymore.
I don't know what the problem is.

It's normal. Also your speed tests uses different units (Si: Mbit/s = 1'000'000 bytes/s). In SmartFTP 1 MByte is 1024*1024 bytes.

I think it's not normal.
Uploading with C gives 95Mbps (11MB/s) speed but SmartFTP gives only 75Mbps (9.0MB/s) speed.
I checked in Task Manager.

SmartFTP transfers the files as fast as possible. There is nothing that limits the transfer speed in the client.
