I don't know or it is a bug

But why SmartFTP asks to close photoshop if you uninstall ?

I don't see the link between a graphical editor and a FTP program

I was using the latest version of SmartFTP ( build 1.0.974.8 )

on Windows 2000 Proffesional SP3

(can't provide all system information because I uninstalled it)

Another application may be attempting to access a resource that the SmartFTP uninstaller needs to use exclusively in order to work.

And, actually, I can see how a memory-intensive application like Photoshop would need to be closed. You should always have all applications closed during installing/uninstalling anyway.
